Click “Create Account” and enter your business details
Business name: use the English name exactly as it appears on your CR, not a marketing variant. Meta compares this against the CR you’ll upload later — if it’s different, verification fails.
Fill business details: country = Saudi Arabia, address, phone
Address must match the address on the CR. Landline preferred over mobile for phone. If you only have a mobile, use the GM’s registered number.
Add your business website and email
Website must resolve (not a “coming soon” page). Email must be at your business domain (not gmail/yahoo). Meta blocks verification for businesses using free email domains as their primary contact.

“Document is not clear or unreadable”

“Business phone number cannot be verified”
Meta tried to SMS the registered phone but delivery failed — usually a landline or shared line. Fix: switch to email verification instead, or temporarily change the registered phone in Business Manager to the GM’s Saudi mobile for the verification window.

Meta Business verification approves the business entity, but you still need a separate approval for the WhatsApp Business Account (WABA) that will actually send messages. The two are approved on different tracks and by different teams inside Meta. Common reasons a WABA sits pending after business verification is done:
