The 2-layer cost stack — Meta fee + BSP fee
Every WhatsApp Business API bill in India has two components, and understanding both is the difference between a ₹4,000/month bill and a ₹15,000/month bill for the same volume.
Layer 1: Meta's per-conversation rate
Meta charges per 24-hour conversation window, split into four categories with different India rates for 2026:
- Marketing: ₹0.86 per conversation. Promotional broadcasts, offers, campaigns.
- Utility: ₹0.13 per conversation. Order confirmations, appointment reminders, shipping updates.
- Authentication: ₹0.11 per conversation. OTPs, login codes.
- Service: Free for the first 1,000/month per number, then ₹0.13. Customer-initiated conversations within 24 hours.
These rates are set by Meta and are the same regardless of which BSP you use. Any BSP claiming a "special Meta discount" is either lying or absorbing a temporary margin.
Layer 2: Your BSP's monthly platform fee
This is where BSPs differentiate. Starting monthly fees in India (2026):

Hidden costs to audit in your India bill
If your current BSP bill is higher than expected, one of these is usually why:
- Markup on Meta's wholesale conversation rate. A 25-30% markup is fair. Above 50% is worth questioning. Ask your provider in writing: "What's your markup on Meta's wholesale conversation rate?"
- Per-template or per-broadcast surcharges. Meta already charges per Marketing conversation. Some BSPs charge extra on top (₹0.10-₹0.50 per template send). That's double-billing.
- AI pricing. AI pricing differs by provider — per plan, per AI credit or per AI conversation. Verification and green-tick pricing
Meta's Green Tick verification (formerly WhatsApp Business Verified badge) is free — Meta approves based on your business brand + presence.
