Does WhatsApp Business API count as TCPA-regulated messaging?

In most interpretations, no. TCPA regulates calls and text messages sent over the carrier network to a telephone number. WhatsApp Business API messages are delivered through Meta's app to a WhatsApp user ID over data, not over the carrier SMS network. That said, Meta's WhatsApp Business Policy requires documented opt-in before any business-initiated message, so the practical consent standard is just as strict — and Go4whatsup handles both so you're covered either way. What about HIPAA, if we're running Odoo in a US healthcare / medical-adjacent context?

Straight answer: Go4whatsup does not sign BAAs today and is not HIPAA-qualified. If your Odoo instance holds PHI, you should not route PHI through WhatsApp on any platform — Meta itself doesn't sign BAAs for WhatsApp Business API. You can still use Go4whatsup for non-PHI workflows (appointment reminders that don't name conditions, billing reminders without clinical detail, marketing to opted-in patients). For PHI-laden workflows, stick to your EHR's native channels.
